Study Quality Evaluation Centre (hereinafter – SKVC) organises the external
evaluation of study programmes and higher education institutions, performs
the accreditation of study programmes and higher education institutions after
the evaluation, performs the recognition of foreign qualifications, provides
consultations and information about the Lithuanian and foreign educational
systems. SKVC is a full member of the ENQA (European Association for Quality
Assurance in Higher Education), a member of the INQAAHE (International Network
for Quality Assurance Agencies in Higher Education) as well as one of the
founders and member of the CEENQA (Central and Eastern European Network of
Quality Assurance Agencies in Higher Education). SKVC is the authorised centre
for the ENIC (European Network of Information Centres) and the NARIC (National
Academic Recognition Information Centres) in Lithuania; it is included in the
EQAR (European Quality Assurance Register for Higher Education) from 2012.

Education Exchanges Support Foundation (hereinafter – ŠMPF)is a national
agency assigned to administer “Erasmus+” and other initiatives in the areas of education
and training financed by the European Commission and LR Government.

State Studies Foundation (hereinafter – VSF), founded by the LR Government,
administers the state loans and state-supported loans for students, study
scholarships, social scholarships for students of higher education institutions
studying at the first, second cycle and integrated studies. At the assignment of
the ŠMSM, VSF also implements other measures for quality and accessibility assurance in higher education and performs other functions stipulated by the LR Law on Professional Training.

Status of the university higher education institutions
A university higher education institution organises and conducts the university
studies, provides the qualifications of the university higher education stipulated
by the LR Law on Research and Studies, performs R&D and/or artistic activities,
applies the results of the R&D and/or artistic activities, accumulates scientific
knowledge, develops creative activities and culture, fosters the values and traditions
of its academic community.
